NIE, Padron and the Documents You Need to Register an Imported Car in Spain

NIE: the number that unlocks everything

The NIE (Numero de Identidad de Extranjero) is your Spanish tax identification number. You cannot pay the IEDMT, register a car with the DGT or pay road tax without it. EU citizens get it together with their residence certificate at the police station or, if not resident, via a standalone application (form EX-15) at a police station or a Spanish consulate abroad. Non-EU citizens receive it as part of their visa or residence process. Allow 1-4 weeks depending on the province. The NIE number itself never expires, even if the paper certificate has a date on it.

Proof of address: the padron certificate

The DGT registers your car to a Spanish address, and the address determines which town hall collects your IVTM road tax. The standard proof is a certificado de empadronamiento from your town hall, which must be less than 3 months old on the day of DGT registration. Non-residents registering a car at a holiday home can use the property deed or a rental contract plus a utility bill, but DGT offices vary in how strict they are; a padron certificate avoids the argument.

Passport or TIE

A valid passport for non-residents, or the TIE or EU residence certificate for residents. If someone else is doing the registration for you (an importer or gestor), you sign a specific power of attorney or the DGT representation form.

The vehicle documents

• Original foreign registration document, in your name or with a transfer contract showing the sale to you. Germany issues Zulassungsbescheinigung Teil I and Teil II; both are needed. The UK V5C must show you as keeper with the export slip removed.
• Purchase invoice or sale contract. For a private sale, a signed contract with seller ID, price, date and VIN. AEAT uses it to check the value for IEDMT and, for non-EU cars, for customs.
• Certificate of Conformity (CoC). This is the EU type-approval document that lets the ITV create the Spanish technical file without an engineering report. Most manufacturers issue duplicates for 100-300 EUR; German cars from 2000 onwards almost always have one. Without it, a Spanish engineer must produce a technical report (250-600 EUR).
• Proof of deregistration in the origin country, where required. Germany deregisters automatically when the plates are cancelled; the Netherlands issues an export document; the UK relies on the V5C/4 slip sent to DVLA.
• For non-EU cars: the DUA customs clearance and proof of duty and VAT payment or the exemption.

The Spanish process documents

ITV pre-registration report

The ITV station inspects the car against the CoC, checks the VIN, lights, emissions and roadworthiness, and issues the ficha tecnica (technical card) with the ITV report. Cost 40-80 EUR depending on the region and vehicle type. The report is valid for 60 days; if you miss the window, you repeat the inspection.

IEDMT: form 576 or form 05

Form 576 is the self-assessment of the registration tax, filed online with AEAT within 30 days of the ITV report and before the DGT registration. Form 05 is the request for exemption or non-liability, used for transfer of residence, for 0% CO2 cars in some cases and for vehicles for people with reduced mobility. AEAT issues a receipt (justificante) that the DGT requires.

IVTM road tax

The municipal road tax must be paid for the current year at the town hall of the registration address before DGT will issue plates. Amounts range from 70 EUR for a small car in a rural town to 250 EUR for a powerful car in Madrid or Barcelona. Many town halls now issue a pre-registration IVTM receipt online.

DGT application and fee

The registration application is filed at a DGT office by appointment or online through a registered professional (gestor, importer). The fee is about 100 EUR (tasa 1.1). With the resolution, you receive the permiso de circulacion and can order plates from any authorised supplier (20-40 EUR).

What to do if a document is missing

• No CoC and the manufacturer cannot issue one: commission a technical report from an engineer accredited in your region. Common for cars over 20 years old and for some Japanese or American models.
• Registration document lost or held by a finance company: obtain a duplicate from the origin authority before shipping; Spain will not accept a photocopy.
• Seller never transferred the car into their name: get a chain of contracts linking every owner, or the DGT will refuse.
• Padron refused because the landlord will not sign: some town halls accept a sworn declaration plus a utility bill; a gestor can usually resolve it.
• ITV report expired: re-inspect. It is faster than fighting it.

Frequently asked questions

Can I register a car in Spain without being resident?

Yes. Non-residents can register a car at a Spanish address they own or rent, using their NIE and passport. Many holiday-home owners do this to avoid the 6-month limit on foreign plates and to keep a car permanently in Spain.

Do I need a Spanish driving licence to register a car?

No. The registration is a matter of ownership and tax; the DGT does not check which licence you hold when registering a vehicle.

How long does the full process take once I have every document?

Two to three weeks is typical: ITV within days, AEAT filing the same day, DGT appointment within 1-2 weeks, plates the day after. Without the CoC or with a non-EU car, add 3-8 weeks.
