IVTM Checklist: What to Ask Your Town Hall Before Registering Your Imported Car

Every article in this series makes the same underlying point: IVTM depends on your specific town hall, not on a national table. So the most useful thing you can actually do before finalising your imported car's registration is ask the right questions directly to that town hall. Here is the checklist, in the order it is most useful to work through.

1. What is the exact fiscal horsepower bracket and rate for my car?

Once you have an estimated fiscal horsepower figure for your German or French car (calculated from displacement and cylinder count, or confirmed after the ITV), ask the town hall's tax office for the exact annual quota that bracket carries under their current fiscal ordinance. This single answer gives you the real number, not an estimate from a forum or a different municipality.

2. Does the fiscal ordinance include an environmental discount, and for which labels?

If your car is electric, plug-in hybrid or otherwise qualifies for the DGT's CERO or ECO environmental label, ask specifically whether the ordinance includes a discount, what percentage, whether it is permanent or time-limited, and what the application process and deadline look like. Do not assume a discount exists just because you have heard other cities offer one.

3. Is there a historic-vehicle or age-based discount, if relevant?

For a car 25 years old or approaching that threshold, ask whether the ordinance includes an age-based or historic-vehicle discount, what documentation is required to prove the manufacturing date, and when the application should be submitted.

4. How is the first-year bill handled, given proration?

Ask whether they issue a separate prorated bill shortly after registration or fold the partial first year into the following year's standard billing cycle. This tells you whether to expect a bill soon after registering or to wait until the next annual campaign.

5. When is the annual collection period, and can I set up direct debit now?

Confirm the town hall's specific voluntary payment window for the year (it varies by municipality) and ask to set up domiciliación bancaria immediately, ideally at the same visit or call where you handle the registration paperwork, rather than waiting for a first paper bill to prompt you.

It is worth asking this even before it becomes relevant, simply to understand the town hall's own process: how quickly a surcharge applies, whether they send a formal notice before moving to enforcement, and the practical steps to catch up if a deadline is ever missed unintentionally.

None of these six questions require more than a phone call, an email, or a short visit to the town hall's tax office, and most mid-size and large municipalities also publish the fiscal ordinance and much of this information online. The return on that small effort is a genuinely accurate picture of your imported car's real annual cost in Spain — the last, and most locally variable, piece of the total cost of ownership after ITP, IEDMT and the ITV are already behind you.

Should I ask these questions before or after choosing where to live?

If your address is already fixed for other reasons — work, family, housing — ask after, simply to know what to expect. If you have genuine flexibility between two nearby municipalities and are importing a higher fiscal horsepower vehicle, it is reasonable to ask before finalising the address, alongside the many larger factors that should still drive that decision.
